Abstract.<\/strong> Based on previously unpublished materials from the State Archive of the Krasnoyarsk Territory (SAKT), as well as a number of other historical sources, the article examines the implementation of a complex of transformations of the Soviet government in the housing and communal services sector during the years of the New Economic Policy, later called the “new housing policy” (1921-1928), on the territory of Yenisei Siberia. A historiographical review of the problem is conducted, key changes concerning the structure of the functioning of housing and communal services are analyzed, including: demunicipalization of housing stock, commercialization of public services, institutionalization of public forms of housing and communal services, strengthening the position of a private entity housing and communal services. The vector and dynamics of the implementation of innovations are considered, taking into account the regional specifics that existed at that time, as well as the key results achieved. The author comes to the conclusion that not all of the ongoing transformations have been properly disseminated in the region and have had any tangible effect, without actually affecting the existing situation in any way. In turn, some, such as the commercialization of utilities and the reliance on private landlords, have nevertheless had a positive impact on the development of the industry in the region. Nevertheless, the positive results in the form of accumulation of labor, material and other resources in the industry could not solve the key problem of the period \u2014 the shortage of housing stock, as a result of which the “new housing policy” was gradually curtailed, like the entire New Economic Policy, and the task of mass housing construction was solved by the Soviet government in the following decades with purely state funds.<\/p>\n\n\n\n
