Here rather than elsewhere was made an attempt to establish democracy that was alternative to both the Bolshevik and Kolchak\u2019s regimes. However, the role of political parties in this process is not fully researched. At that without researching the functioning peculiarities of Socialists-Revolutionaries and the Mensheviks\u2019 originations, multifactor analysis of the country history in that watershed period is impossible. Within the research of local materials, the causes of moderate socialist\u2019s defeat in political rival for authority in Siberia for were mapped: indifferentism of the rankers, press censorship, repression by military authority. In June\u2013November 1918 after the Soviet authority repressions, Socialists-Revolutionaries and Mensheviks restored their organization and party activity. City and governorate committees were reelected. The number of socialists in city dumas increased. However due to indifference of their ordinary members, they were unable to arrange effective work in their organizations. After Kolckak\u2019s regime was properly established in November 1918 military authorities initiated repressions and press censorship: socialist newspapers were closed. In the beginning of 1919 due to internal fronts and punitive squads, relations between local groups of Socialists- Revolutionaries were terminally broken. As the result, moderate socialist parties lost their mass followership and their organizations stopped playing a noticeable part in social and political life of the governorate. The socialists lost the elections of 1919 to governorate city dumas. The work of party activists merged with the one of zemstvo self-governments.
