The subject of the research is the specifics of the state cultural policy of the USSR that promoted the manifestation and consolidation of the ethnic identity of the indigenous peoples of the North through the dialectical interaction of the national and international. The specific cultural practices that promoted the development of amateur artistic creativity of representatives of indigenous peoples allowed the introduction of the space of the North into the Soviet public discourse on the condition of equal rights.
