Documents of the Fund «Executive Committee of the Krasnoyarsk city Council (City Executive Committee)» of the State Archive of the Krasnoyarsk Territory about the personnel of Soviet managers of Siberia from 1926 to 1936

Abstract. Archival materials of the Foundation R-631 «Executive Committee of the Krasnoyarsk city Council of people’s deputies, Krasnoyarsk of the Krasnoyarsk territory (1917-1993)» Of the state archive of the Krasnoyarsk territory are considered as a historical source for the study of the personnel of local managers in the first decades of Soviet power. A comprehensive analysis of information and reference, information and analytical, administrative documentation and documents on personnel allowed us to characterize the organization of the local Soviet government system at the city level and the territory under its jurisdiction. It is established that statistical and information reports, staff schedules, summary reports, lists and questionnaires of employees reconstruct the personnel of administrative employees of the Executive Committee of the Krasnoyarsk city Council, as well as the chairmen and secretaries of village councils that were within its competence. First, the state tables compiled on the basis of archival materials show the dynamics of changes in the personnel composition of employees by departments and sub-departments of the city Executive Committee. Secondly, the identified draft Regulations on the structure and work of the Krasnoyarsk city Council characterize the vector of state policy in the field of local government reform as democratic, but strictly aimed at saving money. Thirdly, mentioned in the article as examples of Soviet employees personal data stored in archives collection documents prove the existence of an exhaustive biographical material on Executive employees of Krasnoyarsk and the Krasnoyarsk district (district) in the years 1926-1936 Wide range of social and professional criteria for the submission of the biographical information in the documents on the personnel of the Krasnoyarsk city Council makes it possible to use them to assess suitability Soviet managers in the first decades of Soviet power.
