The visit of War Minister Aleksey N. Kuropatkin to the Siberian Military District in 1899

Abstract. Using sources from the Collection of Manuscript of Russian State Library and the Russian State Military Archive this article examines the history of the 1899 visit by Aleksey N. Kuropatkin, War Minister of the Russian Empire, to the Siberian Military District. This visit is very important for investigation, because it took place approximately 4 years before the break of hostilities of the Russo-Japanese War of 1904-1905, and less than 7 months before the mobilization of Siberian Military District because of the Boxer Rebellion in China. The purpose of the visit was the personal acquaintance of the War Minister with Siberian Military District, which was been created not long before that. He was also interested in the real conditions and the combat readiness of the troops, dislocated there, collecting of information for creating the further plans of regional military reforms, and for creating the defense plans for to defend the Asiatic part or the Russian Empire. Using the Trans-Siberian Railway, he had inspected the forces in all largest Siberian garrisons: Omsk, Tomsk, Krasnoyarsk, Irkutsk and also the other military institutions including military-educated (Siberian cadet corps). During this visit, it was discovered a lot of serious disadvantages in military training the reserve troops, and the mobilization readiness of Siberian Military District. It was also created the program of the urgent actions, which were necessary for improvement the force training of this Military District.
