ACTIVITIES OF THE REGIONAL ADMINISTRATION OF YAKUTIA IN THE CONTEXT OF THE DEVELOPMENT OF GOLD MINING IN THE SECOND HALF OF THE 19TH CENTURY

Abstract. The article is devoted to the issue of the influence of the gold industry on the activities of the Yakutsk regional government in the second half of the 19th century. Based on the study of archival documents of the regional administration and the office of the district police officer in this period, the mechanisms for regulating the economic development of Yakutia, as well as the measures that the regional administration took to solve the problems of hiring workers to work in the gold mines of the Olekma and Vitim systems, were studied. The study found that during this period, almost for the first time, the local authorities in Yakutia took the first steps to reform economic life. Undertaken in the late XIX – early XX centuries. The measures formed the basis for the creation of a system of small credit in Yakutia, the development of cooperation, the holding of agronomic activities, the development of trade and entrepreneurship. The study of archival sources also revealed significant changes and expansion of functions in the activities of the administrative bodies of the Yakutsk region due to the need to regulate the operation of mines. The expansion of the responsibilities of the regional administration for interaction with the owners and administration of mines on social issues, the arrangement of access roads, the organization of hiring people, the problems of seasonal work of the population in the mine areas required changes in the work of the regional government. It is concluded that the emergence of gold mines on the territory of Yakutia not only had a significant impact on the development of the economy and the change in the occupations of the population of the region, but also led to the complication and expansion of management tasks in the region, which manifested itself in the creation of new management structures, the redistribution of powers in activities of many bodies and officials, in the development of new provisions, rules and regulations.
