Abstract. An analytical review of the theory of artificial intelligence (AI) as a system technology was carried out, the authors of which are representatives of the Dutch Research Council for Public Policy (WRR) – Haroon Sheikh, Corien Prins, Erik Schrijvers. The theory of AI as a systems technology was developed in the collective monograph “Mission of AI”, published by Springer in 2023. The concept of “AI as a system technology” is constructed by experts as opposed to the concept of AI as a general-purpose technology. Defining the steam engine, electricity, internal combustion engine, information technology as system technologies created in the recent past, the authors of the theory of AI as a system technology believe that the introduction of AI will lead to a change in the technical and economic paradigm, which will have the following parameters: 1) continuity changes in products and services, 2) the largely hidden vertical structure of hardware and software, 3) the ability of technologies to act autonomously.
Keywords: artificial intelligence, system technology, technical and economic paradigm
